Environmental Hazard or Art?

Yesterday at the Park, I ran across this oil spilled on the sidewalk in the rain. (don’t ask someone always parks their car on the sidewalk behind the rec-center it drives me crazy)

As you can see, it made quite a striking statement on an otherwise dreary day. I am not sure if it was saying “look at me, I’m colorful” or “look at me, I’m enough oil to contaminate 1000 gallons of ground water.”
